NCT CBRNe Asia 2012 Pre-Conference Workshop Report

On Day 1 of the NCT: CBRNe Asia 2012 conference a – by invitation only- preconference workshop was held at the Dutch Embassy in Bangkok, Thailand. The aim of the workshop was to serve as a networking event for stakeholders to actively take part in the regional CBRNe dialogue.

The report details the participants and outcomes of the Non-Conventional Threat CBRNe Asia 2012 pre-conference workshop. Several eminent speakers provided keynote presentations which provided an ideal background to lay the foundations for ASEAN and other delegates to better identify CBRNe issues in the region and agree upon possible solutions. The participants agreed upon the following list of CBRNe-related challenges in the Southeast Asia Region:

  • Refine governments’ perception and prioritisation of the CBRNe threat
  • Establish a multinational Southeast Asia regional agency to lead in the field of CBRNe
  • Use the above regional agency to develop an agreed perception of risk in the field of CBRNe
  • Seek international assistance and coordination for implementing international CBRNe related conventions
  • Improve inter-agency, cross-border collaboration
  • Improve law enforcement with relation to non-state actors and prevention of follow-on attacks
  • Increase and improve CBRNe resources
  • Increase involvement of the private sector
  • Enhance counter-proliferation

Representatives from the following countries participated: Australia, Cambodia, China, India, Indonesia, Japan, Malaysia, The Netherlands, Philippines, Singapore, Taiwan, Vietnam, United Kingdom and USA. Special thanks go out to the European Commission Directorate General Development and Cooperation (DG DEVCO) and the European External Action Service (EEAS) for their assistance in facilitating the attendance of ASEAN countries.
